Then why strive to be promoted if you are going to be rotated after? Knowing you are going to lose your rank in x amount of time would make the whole cop force lazy and not there to help.

D0GZ offered training for people who didn't know these things just needs more people.

Dr_Booby isn't even a part of the police force, There is a big difference with white-listed and public slots.

The chain of command is fine I don't see no point of changing it.
